The Gerry Roxas Foundation (GRF) catalyzes private sector participation in Health Policy and Advocacy, and Health Governance. It provides training and technical assistance for local government units (LGUs), service providers, and community volunteers to improve the Local Health System and to ensure peoples’ access to quality health services. GRF partners with Local Government Units in the advocacy and implementation of local reforms to complement the government’s efforts in achieving the National Objectives for Health (NOH) and the goals of the Health Sector Reform Agenda. GRF has developed a Local Integrated Health Service Delivery Program designed to mobilize local alliances to advocate for responsive policies and comprehensive programs that will ensure access to quality, affordable, and equitable health care services. |

Projects on Health Governance in partnership with various international and local partners:
LEAD FOR HEALTH. GRF, in partnership with the Management Sciences for Health, was the lead Service Implementation Organization (SIO) for the LEAD for Health Project. The GRF continues to provide technical assistance to Local Government Units, service providers, partners, and community advocates to improve health outcomes by enhancing the local health system and strengthening policy, governance, financing, and services management.
HEALTHGOV PROGRAM. As a Technical Assistance Provider (TAP) of the USAID-supported HealthGov Program of the Research Triangle Institute (RTI), the GRF assists Local Government Units and service providers in developing the required competencies and systems to improve health service delivery as well as advocacy skills to promote strategic health-based initiatives.
HEALTH POLICY DEVELOPMENT PROGRAM. As an institutional partner of the UP Econ Foundation, GRF develops technical assistance packages to enhance field-level implementation of FOURmula ONE. A toolkit was developed to strengthen the capacities of Centers of Health Development (CHD) in providing technical support to Local Government Units in managing local health systems.
HEALTH EQUITY REFORM PROJECT. The Canadian International Development Agency (CIDA) and the Canadian Society for International Health, in partnership with GRF, implemented the Health Equity Reform (HER) project. The HER model ensures that the ongoing health reform process in the Philippines considers both the equity and efficiency concerns of health planning. It seeks to make health personnel conscious of using an “equity lens” as a tool to make decisions to allocate resources equitably.
The innovations in health planning and resource allocation, known as, “Strengthening Local Capacity for Health Equity Reform”, which was successfully implemented in the Philippines, was presented in international conferences in Canada and Australia.
