LOCAL GOVERNMENT DEVELOPMENT

Consistent with its vision of “A Nation of Leaders for Change,” the GRF Local Government Development Program develops leaders of change by providing capability building and technical assistance packages that improve the performance of local government units in delivering basic services to their communities.

The training modules under the Local Government Development (LOGODEV) are developed and undertaken by the foundation’s Center for Local Governance (CLG), a learning and resource institution that seeks to develop competencies, management systems, and local resources for responsive, transparent, and accountable governance.

The unique competency that the GRF CLG brings to every learning event or training course is the use of participatory approaches and methodologies. All GRF trainers, consultants, and facilitators are experienced in developing models and frameworks for local development, designing training courses, and conducting participatory events that strengthen leadership skills, foster partnerships, build networks, and sustain development initiatives.

Resource Guides, and Training and Operational Manuals, are developed by the LOGODEV Program to institutionalize development innovations in local governments such as local health system management, conflict management, advocacy, and networking.

GRF CLG was selected as one of the regional centers of the USAID Local Development Assistance Program (LDAP) and appointed by the Associates in Rural Development (ARD) as its partner in the Governance and Local Democracy Project (GOLD). In both initiatives, GRF CLG promotes people’s participation in local governance and development.

To strengthen decentralized capability building efforts, GRF organized the Consortium of Centers for Local Governance Foundation (CCLG), a network of academic and training institutions aimed at enhancing effectiveness and efficiency of local governance through increased people’s participation in local government affairs. It evolved as the new Philippine network of CLGs that assumed the task of replicating and institutionalizing the Project’s good practices nationwide.

GRF RESOURCE CENTER

GRF manages the Resource Center located in Roxas City, Capiz. It provides capability-building and technical assistance to LGUs and civil society organizations. The Center has a team of development managers, trainors, researchers, facilitation specialists, and development communications specialists available to provide technical assistance.
