Is anyone disqualified from applying for fund assistance? What is the basis for disqualification?

Disqualified applicants include those who are not residents of the community or transients, who are without existing projects or occupation, who have assets of more than 1 Million Pesos, whose businesses involve direct lending, who are found to be spendthrifts, habitual gamblers and alcoholics, who have debilitating or terminal diseases, who have been convicted of criminal or civil cases involving fraud, unpaid loans, murder or the like, or moral turpitude, who can offer collateral with book value equivalent to 300% of the fund advance applied.
