Profile of Sen. Gerry Roxas

Senator Gerardo “Gerry” Roxas was born in Manila on August 25, 1924, an heir to an illustrious tradition of public service and leadership. His father, Manuel Acuña Roxas of Capiz, had been Speaker of the House of Representatives, Finance Secretary under the Commonwealth Presidency of Manuel L. Quezon, and was the first President of the Republic. His mother, Trinidad de Leon of Bulacan, was the daughter of the late Senator Ceferino de Leon, a member of the Malolos Convention which drafted the revolutionary Constitution of 1896.

He received his primary and secondary schooling at the De La Salle College and the Ateneo de Manila University. He earned his Law degree from the University of the Philippines in 1949 and was admitted to the Philippine Bar the following year. 

In 1957, Senator Roxas was, by overwhelming majority, elected Congressman of the First District of Capiz, a position that he was re-elected to in 1961.  He led the Liberal Party senatorial slate in 1963 and obtained the highest number of votes cast for a national candidate.  He was re-elected to the Senate in 1969 and served until September 1972, when Martial Law was declared. At that time, he was President of the Liberal Party and was also Co-Chairman of the United Democratic Organization (UNIDO), a multi-sector network opposed to Martial Law.

Senator Roxas stood out as a man of integrity and firm commitment to public interest. He possessed and exemplified the best qualities of a leader: determined, quiet and unassuming, yet gifted with an uncanny perception of human nature and the culture of Philippine politics. He sought consensus in conflict and unity in diversity. He died in 1982 leaving behind a legacy of incisive thought and challenge for the citizen, civil society, and government.
