
The Gerry Roxas Foundation (GRF) takes the lead in private sector participation in Health Governance. It provides training and technical assistance for local government units (LGUs), health service providers and community health volunteers/Barangay Health Workers (BHWs) to ensure peoples' access to quality health services.

The GRF provides training and coaching services to develop in LGUs the required competencies and systems to improve health system delivery as well as advocacy skills to ensure health equity. The Capiz Integrated Health Services Development Program is the primary example of such application.

In partnership with the Capiz provincial City and Municipal administration, the Capiz Integrated Health Service Development Program was established to rationalize, coordinate and unify health care initiatives among the various agencies involved in the health care sector. It seeks to integrate all health care programs to establish a more efficient, effective and comprehensive health care delivery system.
