The Gerry Roxas Foundation established the Center for Local Governance (GRF-CLG) in 1992 to promote leadership and participation in local governance and development. Its purpose is to develop leaders of change by providing technical assistance to improve performance of local government units (LGUs) in service delivery.

The GRF-CLG vision is to be a leading partner in Change Management and Leadership Development in Local Governance. It provides practical information and support in development, promoting new process technologies and best practice experiences for its growing client base. CLG seeks to serve public sector leaders from LGUs as well as leaders from civil society and the academe.

The unique competency that GRF CLG brings to every learning event or training course is the use of participatory approaches and methodologies. All GRF trainors, consultants and facilitators are experienced in sharing knowledge, in strengthening participants capacity to support quality participatory approaches, methods and ethics. First, as a major partner of the USAID-funded Local Development Assistance Program where GRF-CLG was selected as one of the regional centers and followed by being appointed by the Associates in Rural Development (ARD) as its partner in the Governance and Local Democracy Project (GOLD). In both major initiatives, GRF-CLG promoted people's participation in local governance and development.

The GRF-CLG provides capability building and technical assistance to local government units and civil society organizations on development management, democracy and governance. Areas of expertise include program/project development and management, organizational development, research and policy advocacy, planning and budgeting, networking and resource mobilization, and monitoring and evaluation.
