Access to Capital and Enterprise Development

HUBLAG is the Development Finance Program of the Gerry Roxas Foundation (GRF), giving access to economic opportunities, thru microcapital assistance, to those unable to secure funds from traditional banking institutions.  The mission of HUBLAG, which means “movement”, is to provide the productive poor with skills and capital to “move” them towards sustainability and actively contribute to community development.  Since 1987, HUBLAG has served the capital needs of communities in Panay Island, Central and Southern Mindanao.  

Although HUBLAG systems are patterned after formal financial institutions, HUBLAG is also recognized for its unique approach of providing fund assistance to individual microentrepreneurs and other productive sectors identified as having an aptitude for business, indicated debt service capability and established good remittance history rather than the credit criteria generally applied by banks and other financial institutions.  Furthermore, its work ethic relates persistence and discipline with results and the immeasurable rewards in serving the good of the community. 

To achieve its goals of outreach and sustainability, HUBLAG presently extends its services through 13 strategically-located branches.  Its clientele come from a vast cross-section of society and industries:  agriculture, aquaculture, micro-manufacturing, trading, food / transport / repair / miscellaneous service providers, pensioners, fixed wage earners, etc.

History

HUBLAG began operations in 1987 with an initial Php280,000 in funds made up from donations from friends, and soft loans from lending entities.  HUBLAG specifically targeted the “non-bankable” sector of society.  Each client started off with a Php500 fund assistance, payable in a month’s time.  To ease the burden on the clients, collection was done daily.  The first batch of clients was composed of public market vendors.  Clients then were not required to produce any security or guaranty.  Leading members of the community were persuaded to volunteer their time and expertise to the project.
