Where there is Community Justice, there is Community Peace

BACKGROUND

The Barangay Justice Service System (BJSS) is the flagship project of the Gerry Roxas Foundation's (GRF) Justice and Peace Program. It promotes governance and rule of law through community participation and citizen empowerment at the local level. The BJSS model bridges the gap between comunities, the formal justice system and alternative systems of dispute resolution.

GRF mobilizes and trains citizen volunteers called Barangay Justice Advocates (BJAs) on mediation, peace counseling and various aspects of the law. The project was first implemented in 65 barangays in Panay and
Guimaras Islands in September 1998 with a grant from the US Agency for International Development (USAID). To date, about 12,000 BJAs in 23 Provinces, 136 municipalities and 1,423 barangays have handled over
10,000 cases with a 70% resolution rate.

The BJSS evolved into what is now the Barangay Justice for Peace Project (BJPP). This is a two-year project funded by USAID which aims to axpand the BJSS model in eight (8) ARMM and non ARMM provinces/ cities throughout Mindanao.

A total of 3,000 BJAs in 600 barangays will be trained and mobilized under the Project to help settle petty disputes that could escalate into violence in their communities, if not managed. This Project is implemented in partnership with nine Local Resource Partners (LRPs), provincial and municipal local government units and the Department of the Interior and Local Government (DILG) operating in the area.
